A senior official of the ministry said that this decision has been done because viewership data is to be collected for each channel (viewership data). The official said that the chip can easily be realized by how long a customer is seeing a channel. . This allows the advertiser and DAVP to spend their ideas wisely. Only those channels will be encouraged, which are widely seen.
However, this step of the government is being seen as a step to end the monopoly of Broadcast Audience Research Council of India (BARC). Bark can disclose TV viewership data every week in India. The ministry believes that televiewer's viewership is reduced and shown.
DAVP is the nodal agency of the government to publish advertisements of various ministries and their organizations. The Ministry has proposed this as a response to TRAI's recommendations on many issues related to the new DETA license. However, in a recent reply, the Trai said that the ministry has to send a separate reference on the issue of chip in set-top box.
So far BRAC has installed BR-o meter in 22,000 households, through which it collects statistics about the TRPP. This meter will not be required after a new chip is formed. It is worth mentioning that Bark imposes this meter in his homes after the customer's approval.
